(117) 완전한 독립성을 가지고 업무를 수행하고 권한을 행사할 수 있는 감독기관을 회원국에 설립하는 것은 개인의 개인정보 처리와 관련해 해당인을 보호하는데 필수적인 요소이다.
회원국은 헌법적, 조직적, 행정적 구조를 반영하여 하나 이상의 감독기관을 설립해야 한다.
(117) The establishment of supervisory authorities in Member States, empowered to perform their tasks and exercise their powers with complete independence, is an essential component of the protection of natural persons with regard to the processing of their personal data.
Member States should be able to establish more than one supervisory authority, to reflect their constitutional, organisational and administrative structure.
