(3) 유럽의회 및 유럽 각료이사회의 지침 95/46/EC는 개인정보 처리 활동과 관련하여 개인의 기본적 권리 및 자유가 통일적으로 보호될 수 있도록 하며, 회원국 간에는 개인정보가 자유롭게 이동될 수 있도록 한다 [4].
