Recital 128
(128) 선임 감독기관에 대한 규정 및 one-stop-shop 메커니즘에 대한 규정은 공공기관이나 민간기구가 공익을 위해 정보처리를 시행하는 경우에는 적용되어서는 아니 된다.
그 같은 경우 본 규정에 따라 부여받은 권한을 행사할 수 있는 감독기관만이 해당 공공기관이나 민간기구가 설립된 회원국의 감독기관이 되어야 한다.
(128) The rules on the lead supervisory authority and the one-stop-shop mechanism should not apply where the processing is carried out by public authorities or private bodies in the public interest.
In such cases the only supervisory authority competent to exercise the powers conferred to it in accordance with this Regulation should be the supervisory authority of the Member State where the public authority or private body is established.
